The operative phrase in this statement is ‘that bears upon the issue’. It is not an argument for total honesty or for saying anything that is on our minds, but rather it speaks to an implicit obligation to a group struggling with an issue to put all relevant information, the good and the bad, on the table so that we all have the information.

Our tendency, however, is to withhold that part of the information that we believe will make us look bad or that we fear will embarrass someone else. Rather than risk that embarrassment we often try to persuade others using substitute arguments and in so doing we add to the equivocality and make the collective interpretation more difficult. Perhaps most importantly we prevent others from correcting us if the information we are so closely guarding is mistaken.

There is a kind of arrogance about withholding the information that we fear will embarrass others. It implies, ‘I know what is best for you’, removing from others the responsibility for their own actions. Likewise, there is a prejudice suggested in withholding information that we fear will make ourselves look bad. It implies that others will be intolerant of our error, without offering them the opportunity to behave in a tolerant manner. It prejudges others and again prevents us from finding out if we are wrong.
